MISSION STATEMENT

 

The Electricity Regulatory Authority (ERA) is committed to protecting the rights of electricity consumers in the Cayman Islands, to ensure that they receive dependable power supply at the lowest possible cost.

 

The ERA is committed to the development of electricity from renewable resources to reduce the Cayman Islands dependence on diesel fuel.

 

The ERA is committed in consultation with other agencies to the development of environmental and efficiency standards for electricity industry licensees in the Cayman Islands.

The Electricity Regulatory Authority (ERA) is a Statutory Authority of the Government of the Cayman Islands and falls under the Ministry of Communications, Works and Infrastructure. A Board of Directors – appointed by the Governor of the Cayman Islands - directs the work of the ERA.

 

The Chairman of the Board of Directors is Mr. Kendal Ryan - effective August 2008. The other directors appointed at the same time are Mr. Carson Ebanks M.B.E., J.P., Mr. Charles Farrington, Mr. Kenneth Hay, Mr. Samuel Jackson and Mr. Philip Thomas.

 

The Electricity Regulatory Authority is established under the ELECTRICITY REGULATORY AUTHORITY LAW (2008 Revision). The major responsibilities of the ERA are defined in this Law and the accompanying Regulations. Under Section 89 of this Law, the ERA also has the authority to establish rules and procedures for licensees. The ERA also has responsibilities to comply with the terms of the ELECTRICITY LAW, 2008 and the FREEDOM OF INFORMATION LAW, 2007.

 

The principal functions of the Electricity Regulatory Authority are listed in the ELECTRICITY REGULATORY AUTHORITY LAW (2008 Revision) in Section 9.

 

 

What the ELECTRICITY REGULATORY AUTHORITY does:

 

 
 

The work of the Electricity Regulatory Authority (ERA) focuses on:

  • New Licence Negotiations
  • Monitoring of Existing Licences
  • Collection of Fees and Administration of the ERA
  • Management of the solicitation process for new Generation capacity
  • Advice to the Ministry of Communications, Works and Infrastructure on the establishment of a Utility Authority

 

The ERA is committed to protecting electricity consumers rights, and, under Section 9 (5) (i) of the ERA Law, the Authority shall have regard to the need to permit and promote the use of renewable or alternative forms of energy by consumers so as to reduce the load on any Transmission and Distribution system. The ERA has the power under Section 9 (6) of the ERA Law to establish environmental standards and to ensure that licensees:

  • comply with planning standards; and
  • take effective measures to comply with safety and environmental standards.
