About Us

Managing Director Philip Thomas

Mr. Philip Thomas is a Fellow of the Association of Chartered Certified Accountants. He has lived in the Cayman Islands since 1978.

Mr. Louis Boucher is a fellow of the Canadian Council of Professional Engineers. He holds an MBA concentrating in Corporate Finance and Operations Management. He brings to the ERA experience in project management and the evaluation of capital investment decisions in the utilities and power generation sectors. He has been involved in the analysis of renewable energy projects from a technological, environmental and financial viability standpoint.

Mr. Boucher is committed to ensuring the growth of alternative power generation from renewable energy sources in the Cayman Islands thereby diminishing both the dependence and variable cost component of diesel fuel whilst reducing the carbon footprint. He aspires to help promote the economic as well as sustainable development of the Cayman Islands.

Administrator and Freedom of Information Officer

Mrs. Lesley Lawrence joined the Electricity Regulatory Authority as the Administrator and Freedom of Information Officer in August 2008. She is an experienced administrator and teacher and has lived in Grand Cayman since 1991.
